PREAMBLE
Ph.D programmes serve a dual purpose of (i) generating valuable basic research output with simultaneously (ii) providing a scope for human resource development. Thus, besides the Universities, all research organizations carry out such programmes in association with Universities. The Ph.D candidates here are some of their own research staff, research scholars, fellows who hold permanent/temporary positions in the organization. The supervisors are the senior research members in the same organization/professors from the Universities. The organization provides facilities and various Universities allow the scholars to register and get degrees. CSIR itself selects and supports a strong base of Junior/Senior Research Scholars and every laboratory under it carries out research for Ph.D.
SITUATION AT IMMT
IMMT continues to conduct such Ph.D activities for its junior scientists, research scholars. Many of its senior scientists independently or jointly with some Professors act as guides. Many Universities have recognized these scientists as guides and IMMT as a centre for such activities. The basic research output from these activities, not only provide publications and patents, but also, a solid base for various future research projects. There is no doubt that IMMT has a strong base for conducting research for Ph.Ds and this research is complementary to its own research objectives. On the other hand, the JRF/SRF base at IMMT is very thin and its own scientists are at senior levels. Thus, there is need and scope for taking more Ph.D scholars within its fold. Recently, IMMT has signed MOUs with NIT, Rourkela, KIIT, Bhubaeswar to enhance this scope. Yet, there is further scope in this direction. The Institute has been receiving requests from many institutions and individuals for Ph.D work at IMMT with guidance of its scientists. It is felt that these offers may be utilized for mutual benefit and hence formulation of the following guidelines.
- OBJECTIVE:
- IMMT would introduce “Visiting Research Scholar Scheme” and accept external scholars for Ph.D guidance in the institute, its scientists acting as guides with the objective of utilizing the capabilities available in the Institute to generate more basic research output in the area of its mandate, complimenting, not compromising the ongoing research and developmental programmes of the Institute.
- ENROLLMENT:
- IMMT will consider the voluntary applications/requests with full biodata received from institutions/individuals for this purpose time to time. Based on the recommendations of the Doctoral Scrutiny Committee (DSC) through the HRD Cell the Director will select the scholars.
- ELIGIBILITY OF THE SCHOLAR AND THE AREA OF RESEARCH TOPIC:
- The proposed research topic should be within the area of competence of the guide (IMMT scientist) and that of IMMT’s core area. The scholar must fulfill the eligibility criteria fixed by the particular University where the registration for Ph.D will be made. In general, he/she should have a uniformly good academic career, possess some academic/research experience within the relevant research area.
- GUIDANCE:
- A scientist of IMMT would be the guide. The guide and the scholar would choose one University where the registration will be made.
- A co-guide from within IMMT/University may be chosen wherever the proposed research topic requires such involvement and the University has such a provision.
- A scientist of IMMT would not take more than two of such students at a given time, not withstanding Ph.D.Scholars through other avenues.
- SELECTION PROCEDURE:
- The scholar would put his application, with full biodata, to Director, IMMT, Bhubaneswar-751013.
- In case the scholar holds a position in any organization, the application will be through proper channel.
- In case the scholar has identified a guide at IMMT he/she may put his application through the guide.
- The University for Registration may be selected by the scholar and/or the guide. The necessary approach to the University may be made by them, with approval from Director, IMMT, after due selection of the scholar at IIMT.
- The Doctoral Scrutiny Committee would hold an interview of the candidate and give its recommendations to Director, IMMT through HRD Cell.
- The scholar will be identified as “Visiting Research Scholar” at IMMT.
- CONDUCTING RESEARCH:
- The “Visiting Research Scholar” may indicate whether he will be working full time/part time. In any case IMMT would appreciate completion of the Ph.D work within reasonably quick time.
- The “Visiting Research Scholar” may also indicate whether he/she would conduct the research work in the place of his parent organization or at IMMT.
- In case the "Visiting Research Scholar" chooses to work at IMMT, the guide (IMMT scientist) has to certify the feasibility of the same i.e., the facilities, working set up are already available and the consumables can be organized within the ongoing projects. It implies that IMMT would not have to incur any extra expenditure for any new equipment/set up required only for this purpose.
- POSITION/STATUS OF THE SCHOLAR:
- The “Visiting Research Scholar” will be treated as a JRF/SRF/PA, without any remuneration from IMMT.
- He/She will be issued identity cards to enter into the premises of IMMT to conduct research work with the guide and will have access to library for research work.
- The “Visiting Research Scholars” will not pay any fees to IMMT, those choosing to work at IMMT may have to deposit caution money fixed by DSC, towards any damage caused by the scholar. This money will be refunded after completion of the tenure.
- The “Visiting Research Scholar” will be permitted to apply for position, temporary/permanent, at IMMT, whenever such opportunity arises and he/she will continue the Ph.D. program.
- RESEARCH OUTPUT:
- The ultimate research output is the Thesis submitted to the University.
- There must be quality publications in SCI journals.
- Support of IMMT should be duly acknowledged in such sections in case of (a) and (b).
- Wherever possible the patentable output should be patented with support from IMMT.
- DOCTORAL SCRUTINY COMMITTEE:
- Formation: Director will form a Doctoral Scrutiny Committee to assist the HRD Cell for organizing the selection of the scholars and monitoring the progress.
- Composition: The committee should constitute 5-6 members (Senior scientists) covering most of the research areas of the Institute with the senior most member as Chairperson. One of the members of the HRD cell will be identified to act as Convenor.
- Functions :
- Evaluation of proposals for enrollment.
- Interviewing and selecting the scholars.
- Six monthly evaluations/monitoring of the progress of the scholars.
- Evaluation/monitoring of the final output and suggestions to Director, through HRD, for improvement of the scheme.
